Program/Service Description
Abattoir Competitiveness Program This program provided grants to help federally, provincially and territorially registered cattle facilities to address short-term competitiveness issues.
Advancing Canadian Agriculture and Agri-Food Program This program funded innovative industry-led projects that helped the agriculture and agri-food sector take advantage of new opportunities.

Successor program: Canadian Agricultural Adaptation Program (2014-2019)

AgriCompetitiveness Program This program helped governments, industry and regulatory agencies work together to ensure that stakeholders participated in, and adapted to changes in the regulatory environment in order to stay competitive. It also provided access to newer and more effective pest control tools for specialized crops through the Minor Use Pesticides Program.

Agricultural Bioproducts Innovation Program This program was a multi-year program to mobilize Canada's creative talent in academia, the private and public sectors and integrate resources to build greater research capacity in agricultural bioproducts and bioprocesses.
Agricultural Clean Technology Program

The Agricultural Clean Technology (ACT) Program was a $25-million, three-year investment (2018 – 2021) which aimed to support research, development and adoption of clean technologies through investments in, and promotion of precision agriculture and agri-based bioproducts. The program ended on March 31, 2021.

Successor programs:

Agricultural Flexibility Fund This initiative helped the sector to be competitive and adapt to pressures through non-business risk-management measures to reduce costs of production, improve environmental sustainability, promote innovation and respond to market challenges. The program ended on March 31, 2014.
Agricultural Greenhouse Gases Program

This program supported projects that create technologies, practices and processes to be adopted by farmers to mitigate greenhouse gas emissions. The program ended on March 31, 2021.

Agricultural Innovation Program This initiative was designed to accelerate creation, availability, application and transfer of knowledge and technologies to the sector, and increase the successful commercialization or adoption of agriculture, agri-food and agri-based innovations. The program ended on March 31, 2013.

Agricultural Youth Green Jobs Initiative This initiative helped fund internships for post-secondary graduates and high school students working in the agriculture industry. These internships included activities or projects that benefit the environment. The initiative ended on March 31, 2019.
Agri-Foresight This program brought experts together with decision makers and stakeholders to collaboratively define possible long-term future opportunities and challenges for the Canadian agriculture sector. The program ended on March 31, 2012.
Agri-Innovation Program This program helped to speed up the rate of identification, assessment, development and adoption of innovation-based products, thereby providing new market-oriented, commercialization opportunities for the agri-food sector.

It consisted of two streams: Enabling Commercialization and Adoption, and Industry-led Research and Development.

This program ended on March 31, 2018.

AgriMarketing Program This program aimed to enhance the marketing capacity and competitiveness of the Canadian agriculture, agri-food, fish and seafood sectors. The program supported industry associations to identify market priorities and equip themselves for success in global markets. The program ended on March 31, 2018.

It consisted of three streams: Assurance Systems, Market Development, and Small and Medium-sized Enterprises.

Successor program: AgriMarketing Program: National Industry Association Component (2018-2023) and AgriMarketing Program: Small and Medium-sized enterprise Component (2018-2023)

AgriMarketing Program: Small and Medium-sized enterprise Component

This program provided direct financial assistance to small and medium-sized enterprises registered in Canada to help them develop new export opportunities and markets, especially high-growth emerging markets. On August 22, 2019, the program moved to Global Affairs Canada to provide consistent export development services for Canadian businesses.

Successor program: CanExport SME Program

Agri-Opportunities This program helped to speed up the commercialization of new agricultural products, processes or services that were not produced or commercially available in Canada but were ready to be introduced to the marketplace. This program ended on March 31, 2011.
AgriProcessing Initiative This initiative helped processing companies with agri-processing projects that involved the adoption of innovative and new-to-company manufacturing technologies and processes. The initiative ended on March 31, 2014.
AgriRisk Initiatives Provided financial and technical assistance to facilitate the development and adoption of private-sector or other producer-paid agricultural risk management tools.

The successor program streams supported the development of new risk management tools. They ended on March 31, 2023.

Benchmarking for Success The Benchmark tool provided financial industry benchmark ratios to help producers assess their farm operation and determine its strengths and weaknesses as well as areas where improvement is possible by comparing their farm's financial performance with that of other farms with similar characteristics.
Biofuels Opportunities for Producers Initiative This initiative helped farmers and rural communities hire experts to develop business proposals and feasibility and other studies in order to create and expand biofuels production capacity. The initiative ended on March 31, 2014.
Bio-Products & Bio-Fuels Inquiries Line It was created to provide agriculture clients with information about bio-product and bio-fuel programs that were being offered by Agriculture and Agri-Food Canada. The program ended on February 29th, 2008.
Broker Program This program provided funding to support "broker" organizations and activities working between the agricultural sector, industry, government and universities to accelerate the identification of new strategic innovation opportunities.
Canadian Agricultural Adaptation Program This program helped the agriculture, agri-food, and agri-based products sector seize opportunities, respond to new and emerging issues and pilot solutions to new and ongoing issues in order to adapt and remain competitive. The program ended on March 31, 2019.

Canadian Agricultural Income Stabilization Program This program was a joint federal/provincial/territorial program to help producers protect their farm income from both small and large declines.

Successor programs: AgriStability and AgriInvest.

Canadian Agriculture and Food International Program This program helped Canada's agriculture, agri-food, fish, and seafood industry by matching industry invested funds and supporting activities to promote Canada's reputation as the world leader in safe and high-quality food products. This program ended on March 31, 2009.

Successor program: AgriMarketing Program.

Canadian Agri-Science Clusters Initiative This initiative helped key industry-led agricultural organizations to pull together national scientific and technical resources to establish clusters that supported their objectives for enhanced profitability and competitiveness. The program ended on March 31, 2013.

Successor program: AgriInnovation Program.

Canadian Farm Families Options Program This program provided short-term income assistance to farmers and their families while they pursue training and advice to improve their business prospects and income.
Canadian Industry Traceability Infrastructure Program This program invested in the development of industry-led systems that collect and verify identification and movement of data, and accelerated and increased industry's tracking and tracing capacity. This program ended on March 31, 2013.

Successor program: AgriMarketing Program.

Career Focus Program This program provided funding to organizations for the creation of agricultural internships that provided career-related work experiences for graduates. The program ended on March 31, 2019.
Churchill Port Utilisation Program The program provided a per tonne economic incentive to support shipments of eligible grains through the Port of Churchill. This program ended on October 28, 2016.
Circovirus Inoculation Program This program provided financial assistance to help offset costs of herd testing for the Procine Circovirus Associated Diseases (PCVAD2) and vaccination.
Community Development Program, Building Rural and Northern Partnerships It helped rural and northern regions get information, and access to develop the expertise, tools and processes they needed to respond to rural and northern challenges and opportunities.
Community Pasture Program

The Community Pasture Program was a land-management service provided in the Prairie provinces. It was created in the 1930s to reclaim land that was badly eroded during the Prairie drought.

The Program achieved its original goal, having returned more than 145,000 hectares of poor-quality cultivated lands to grass cover, significantly improving the ecological value of these lands and helping to increase the productivity of the area. Agriculture and Agri-Food Canada has worked with the Governments of Saskatchewan and Manitoba to transition these grazing pastures to users with a more direct interest. The program ended on March 31, 2019.

Co-operative Development Initiative This initiative was delivered in partnership with the co-operative sector to develop co-ops and to research and test innovative ways of using the co-operative model.
Cost of Production Payment This initiative helped producers address high production costs from 2003 until 2007.
Cover Crop Protection Program This program provided financial assistance to Canadian agricultural producers who were unable to seed commercial crops due to spring flooding or excessive moisture.
Developing Innovative Agri-Products This program supported industry-led science and technology projects that bridged the gap between ideas and discoveries and products in the marketplace. This program ended on March 31, 2013.

ecoAgriculture Biofuels Capital Initiative This initiative provided repayable contributions for the construction or expansion of transportation biofuel (ethanol and biodiesel) production facilities in Canada which included new equity investment by farmers and used agricultural feedstock to produce the biofuels. This program has expired on March 31, 2013.
Emergency Food Security Fund This program helped improve access to food for people experiencing food insecurity in Canada due to the COVID-19 pandemic.
Emergency On-Farm Support Fund The program assisted agricultural producers with some of the incremental costs for activities that improve the health and safety of all farm workers, domestic and temporary foreign workers by limiting the spread of COVID-19 in agricultural operations.
Enabling Research for Competitive Agriculture Aimed to strengthen agricultural policy research capacity in Canada by producing and disseminating research. It ensured that new graduate students were trained and that their professors were knowledgeable in understanding key agricultural policy research ideas. It also aimed to improve collaboration between the networks it funded, industry players and other Agriculture and Agri-Food Canada initiatives such as the Value Chain Round Tables and the Canadian Agri-food Policy Institute. This program has expired on March 31, 2013.
Environmental Farm Planning Initiative This initiative helped Canada's agricultural producers develop and implement environmental farm plans (EFPs) through provincially delivered EFP programs. The program ended on March 31, 2009.
Farm Income Payment Program This program Increased federal funding to relieve cash flow pressures affecting the cattle industry and other specified livestock and agricultural sectors at the time.
Food Safety Systems Development Supported organizations in developing national, government-recognized on-farm and/or post-farm Hazard Analysis Critical Control Points (HACCP) or HACCP-based food safety systems.
Greencover Canada This program helped producers improve their grassland-management practices, protect water quality, reduce greenhouse-gas emissions, and enhance biodiversity and wildlife habitat. This program ended on March 31, 2009.
Hog Industry Loan Loss Reserve Program This program helped the pork industry deal with immediate short-term cash-flow pressures by having the Government of Canada share the risk with financial institutions of consolidating short-term debt into long term loans.
Innovative Approaches Program This program focused on enhancing agri-environmental policy and program tools used in Canada. The program ended on March 31, 2013.
Internationalization of Research and Development Program This program provided grants to allow students and researchers in Canadian universities and colleges involved in existing agriculture and allied sciences research projects the opportunity to internationalize their research by developing collaborative research and development arrangements with foreign experts in academic, government or industry research. The program ended in March 2015.
Livestock Auction Traceability Initiative (LATI) The Livestock Auction Traceability Initiative was a 3 year program that provided funding to help alter animal handling structures. The goal was to enhance traceability at high-risk, high through-put sites where animals from different herds co-mingle.
Living Laboratories Initiative: Collaborative Program The goal of the Living Laboratories Initiative was to establish a nation-wide network of sites where groups both in and outside of government can collaborate to co-develop, assess and implement innovative solutions to address persistent agri-environmental issues. The application intake for this program ended on December 13, 2019.
Mandatory Isolation Support for Temporary Foreign Workers Program: 14-Day Isolation Period Stream

This stream assisted Canadian employers with some of the incremental costs associated with the mandatory 14-day isolation period imposed under the Quarantine Act on temporary foreign workers upon entering Canada.

The program helped with the impacts of the COVID-19 pandemic on food supply in Canada by assisting the farming, fish harvesting, and food production and processing sectors.

Mandatory Isolation Support for Temporary Foreign Workers Program: 3-Day Hotel Quarantine Stream

This stream assisted Canadian employers with some of the incremental costs specifically associated with the mandatory quarantine period at a government-authorized facility imposed under the Quarantine Act on temporary foreign workers upon entering Canada, when travel directly via private transportation from their point of entry to employer-provided accommodation for their mandatory 14-day isolation period cannot be provided.

The program helped with the impacts of the COVID-19 pandemic on food supply in Canada by assisting the farming, fish harvesting, and food production and processing sectors.

National Agri-Environmental Health Analysis and Reporting Program This program provided science-based agri-environmental information to guide in policy and program design.
National Carbon and Greenhouse Gas Accounting and Verification System This program provided a scientific basis for monitoring, accounting, and reporting on greenhouse gas (GHG) emissions and removals from agricultural activities. AAFC continues to deliver annual agricultural GHG emissions and removals estimates to Environment Canada for inclusion in Canada's annual National Inventory Reports to the United Nations Framework Convention on Climate Change, through the Sustainable Science and Technology Advancement (SSTA) initiative under Growing Forward 2.
National Farm Stewardship Program This program provided technical and financial assistance to support adoption of beneficial management practices by agricultural producers and land managers.
National Water Supply Expansion Program This program helped in the development, enhancement and protection of vital water resources to address water constraints in agricultural areas of Canada. The program ended on March 31, 2009.
Orchard and Vineyard Transition Program This program was available in Nova Scotia, New Brunswick, Quebec, Ontario, and British Columbia to help producers remove less desirable fruit trees or grapevines to aid in adaptation to industry pressures and changing markets. The program ended on March 31, 2011.
Prairie Grain Roads Program This program helped to improve municipal grain roads and provincial secondary highways used for transporting grain in the Prairie provinces and the Peace River region of British Columbia.
Prairie Shelterbelt Program This program provided technical services as well as tree and shrub seedlings for establishment of shelterbelts and other agroforestry, conservation and reclamation projects on eligible agricultural lands in Manitoba, Saskatchewan, Alberta and in the Peace River region of British Columbia.
Promoting Agri-Based Investment Opportunities It supported a series of national events to bring agri-businesses together with potential investors. Agri-entrepreneurs had an opportunity to present their new products, practices and processes to a targeted audience of private investors.
Ruminant Slaughter Loan Loss Reserve Program This program helped to increase slaughter capacity in Canada.
Slaughter Improvement Program This program helped strengthen the competitiveness of the red meat industry by providing interest-free, conditionally repayable contributions to support investments that improved and modernized slaughter operations and capacity, as well as those which improved environmental and animal welfare conditions. The program ended on March 31, 2012.
Slaughter Waste Innovation Program This program provided industry with the ability to capitalize on the knowledge, experience, and technology advancement gained in dealing with the first three years of the Enhanced Feed Ban. This program ended on March 31, 2013.
Surplus Food Rescue Program The program helped with the impacts of the COVID-19 pandemic by managing and redirecting existing surpluses to organizations addressing food insecurity.
Sustainable Agriculture Environmental Systems This program provided science-based research and development projects in water and climate change. The program created new and improved agricultural practices, offered policy options and increased understanding and adaptation to water and climate impacts.
Transitional Industry Support Program This program was a bridge to new business risk management programming. The Direct Payment Component of the program helped cattle and other ruminants producers who were impacted by the Bovine Spongiform Encephalopathy (BSE) crisis by providing them with increased liquidity. The General Payment Component helped producers of all commodities address income challenges.
Watershed Evaluation of Beneficial Management Practices This program was an initiative to determine the economic and water quality impacts of selected agricultural beneficial management practices (BMPs) at nine watershed sites across Canada.
