Purpose of this guide

This guide will:

  1. help you determine if you may be eligible for funding from Agriculture and Agri-Food Canada (AAFC) under the Mandatory Isolation Support Program for Temporary Foreign Workers (MISTFWP: 14-Day Isolation Period Stream)
  2. provide you with instructions and explanations to assist you in completing the application form

1.0 About the Mandatory Isolation Support for Temporary Foreign Workers Program

The Mandatory Isolation Support for Temporary Foreign Workers Program (MISTFWP) is a $142-million program to help with the impacts of the COVID-19 pandemic on food supply in Canada by assisting the farming, fish harvesting, and food production and processing sectors. The program is one part of the greater Government of Canada response to the COVID-19 pandemic.

The MISTFWP offers support under two separate streams

14-Day Isolation Period Stream

While the order under the Quarantine Act is in effect, the legislation requires temporary foreign workers to isolate for 14 days upon entering the country. Canadian employers hiring temporary foreign workers will incur expenses while their employees are in isolation.

The 14-Day Isolation Period Stream will continue to assist Canadian employers with some of the incremental costs associated with the mandatory 14-day isolation period imposed under the Quarantine Act on temporary foreign workers upon entering Canada.

Under this stream, the program will provide a maximum non-repayable contribution amount of up to $1,500 for each temporary foreign worker arriving between January 1, 2021 and June 15, 2021 for eligible costs associated with the mandatory 14-day isolation period. The maximum non-repayable contribution amount is $750 per temporary foreign worker arriving June 16, 2021 and until the program ends on August 31, 2021.

The "mandatory 14-day isolation period" in the context of MISTFWP refers to the 14-day quarantine period imposed on persons arriving to Canada from abroad under the Quarantine Act.

2.0 Eligible applicants

Eligible recipients under the program are Canadian employers directly involved in the farming, fish harvesting, and food production and processing sectors who have hired workers through the various streams of the Temporary Foreign Workers Program and/or the International Mobility Program and whose workers were subject to the mandatory 14-day isolation period imposed under the Quarantine Act.

2.1 Eligible activities

Canadian employers can apply for funding under the 14-Day Isolation Period Stream if they have incurred incremental costs associated with their worker’s mandatory 14-day isolation period such as:

  • wages and benefits of the temporary foreign workers during the mandatory 14-day
  • off-site accommodations during the mandatory 14-day isolation period
  • transportation to and from off-site accommodations required during the mandatory 14-day isolation period
  • food or a food allowances during the mandatory 14-day isolation period
  • health and safety supplies such as gloves, masks, hand sanitizer, disinfectant cleaners and soaps required for the mandatory 14-day isolation period
  • cost of the pre-boarding COVID-19 test as required in support of the Quarantine Act
  • other incremental costs directly associated to the 14-day mandatory isolation period imposed on temporary foreign workers under the Quarantine Act

Employers must comply with the isolation protocols, any other public health order and the regulations of the Temporary Foreign Workers Program for the duration of the mandatory 14-day isolation period. Employers must also comply with regulations concerning wages and other employment conditions of the program or stream they hired their temporary foreign workers through (for example, Seasonal Agricultural Worker Program, Temporary Foreign Worker Program) during the mandatory 14-day isolation.

Should AAFC become aware of an employer breaching any part of those requirements, the recipient will no longer be eligible for the funding. Any amounts already paid to the recipient will be considered a debt to the Crown.

3.0 Application deadlines

Applications for the 14-Day Isolation Period Stream will be accepted until August 31, 2021. The application deadline may be changed in the event that the mandatory 14-day isolation period requirements imposed under Quarantine Act are lifted or extended.

4.0 Application process

Note: If you wish to apply for funding for costs associated to both the 14-Day Isolation Period Stream and the 3-Day Hotel Quarantine Stream, you must complete a separate application form under each stream. The application process is the same for each stream.

4.1 Submit an application

If you wish to apply for funding for costs associated to both the 14-day isolation period and the 3-day hotel quarantine period, you must complete a separate application form under each stream.

Applying in Prince Edward Island

Eligible employers in the province of Prince Edward Island (PEI) can continue to apply for the 14-Day Isolation Period Stream through their provincial government. Employers in all other provinces and territories can follow the application steps below.

  • You must save the file on your computer in a place you can remember.
  • Open the file on your computer using Adobe Reader 11 or higher.
  • If you can't open the form with Adobe Reader 11 or higher, contact the program.

To apply to the ongoing Mandatory Isolation Support for Temporary Foreign Workers Program 14-Day Isolation Period Stream, download and complete the application form (PDF).

The application form requests basic details about your need to hire temporary foreign workers, including:

  • applicant information
  • number of temporary foreign workers expected

The application will calculate your maximum eligible benefit based on the number of workers indicated. You must indicate whether your costs associated to the mandatory 14-day isolation period are more or less than the benefit calculated in the application. Your total maximum funding will be the lesser of the maximum eligible benefit and your actual costs incurred.

You must submit only one completed 14-Day Isolation Period Stream application form by email, mail or fax. If changes are required or you wish to withdraw an application, do not resubmit a new application form.

The program will accept applications for the 2021 program year until August 31, 2021, as long as the order under the Quarantine Act is in force and the isolation protocol has to be followed, or until funding has been fully committed or until otherwise announced by the program.

The submission of an application form creates no obligation on the part of Agriculture and Agri-Food Canada to provide funding. Funding is only provided through a Contribution Agreement.

4.2 Assessment and approval

Once you have submitted your application(s), the application form(s) will be assessed against the following:

  • completeness of the application form
  • eligibility criteria
  • proposed costs for Eligible activities

Note: You should not consider an application as submitted to the program until you receive the acknowledgement notice.

Service standards

There is currently a high volume of applications and claims submitted to the program. Processing of applications and claims is currently underway and processing times are currently longer than the published service standards.

The program’s goal is to:

  • respond to general inquiries made to the program's phone number or email address before the end of the next business day
  • acknowledge receipt of your application within 3 business days
  • process your payment within 45 business days upon receipt of a completed claim form and signed Contribution Agreement

4.3 Contribution Agreement and Claim for Reimbursement

Contribution Agreement

Successful applicants will receive a Contribution Agreement from Agriculture and Agri-Food Canada outlining the level of assistance awarded as well as a document providing step-by-step instructions on how to complete a claim for reimbursement.

Note: If you applied and were approved for funding under both the 14-Day Isolation Period Stream and the 3-Day Hotel Quarantine Stream, you will receive a separate Contribution Agreement under each stream.

Claim for reimbursement

In order to receive a claim for reimbursement, you must first sign and return the Contribution Agreement and submit your completed claim form(s) by email, mail or fax.

You may submit more than one claim if you have temporary foreign workers arriving on different dates throughout the season, or you may wait until all of your workers have arrived and submit one claim for all.

You must include the Unique Client Identifier (UCI) for every temporary foreign worker as well as their date of arrival. The UCI is assigned by Immigration, Refugee and Citizenship Canada to each temporary foreign worker and should be available on the worker's work permit.

You are not required to provide receipts with your claim for reimbursement; however, it is your responsibility to retain receipts and proof of wages paid for seven years. AAFC may request evidence of expenditures at a later date.

Eligible activities that could be included as part of the claim for reimbursement under either stream, shall only be claimed once.

Eligible timeframes for the 14-Day Isolation Period Stream are for eligible temporary foreign workers arrivals between January 1, 2021 and August 31, 2021 and eligible activities taking place between January 1, 2021 and September 14, 2021, and within the timeframe specified for pre-entry testing requirements and the mandatory 14-day isolation period imposed under the Quarantine Act.

Information provided in the claim will be verified with Employment and Social Development Canada, Immigration, Refugees and Citizenship Canada and/or Canada Border Service Agency to ensure the accuracy of the information.

4.4 Payment issued

You will receive a cheque by mail once the claim documentation is received and processed by AAFC. The program will issue one payment per claim.

AAFC's goal is to process your payment within 45 business days upon receipt of a completed claim form and signed Contribution Agreement.
