1.0 About the Mandatory Isolation Support for Temporary Foreign Workers Program
The Mandatory Isolation Support for Temporary Foreign Workers Program (MISTFWP) is a $142-million program to help with the impacts of the COVID-19 pandemic on food supply in Canada by assisting the farming, fish harvesting, and food production and processing sectors. The program is one part of the greater Government of Canada response to the COVID-19 pandemic.
The MISTFWP offers support under two separate streams

3-Day Hotel Quarantine Stream
While the order under the Quarantine Act is in effect, the legislation requires temporary foreign workers to quarantine at a Government-authorized facility for up to 3 days if they cannot travel by private means directly to their place of quarantine upon entering the country. Canadian employers hiring temporary foreign workers will incur expenses while their employees are in isolation in a Government-authorized facility.
The 3-Day Hotel Quarantine Stream will assist Canadian employers with some of the incremental costs specifically associated with the mandatory quarantine period at a Government-authorized facility imposed under the Quarantine Act on temporary foreign workers upon entering Canada, when travel directly via private transportation from their point of entry to employer-provided accommodation for their mandatory 14-day isolation period cannot be provided.
Under this stream, the program will provide a maximum non-repayable contribution amount of up to $2,000 for each temporary foreign worker until the program ends on August 8, 2021.
The "mandatory hotel quarantine period" in the context of the MISTFWP refers to the travelers entering by air requirement to enter a government-authorized accommodation near the first port of entry while awaiting the results of the first post-entry test imposed on persons arriving to Canada from abroad under the Quarantine Act.
2.0 Eligible applicants
Eligible recipients under the program are Canadian employers directly involved in the farming, fish harvesting, and food production and processing sectors who have hired workers through the various streams of the Temporary Foreign Workers Program and/or the International Mobility Program and whose workers were subject to the mandatory 3-day hotel quarantine imposed under the Quarantine Act.
2.1 Eligible activities
Canadian employers can apply for funding under the 3-Day Hotel Quarantine Stream if they have incurred incremental costs associated with their worker's mandatory 3-day quarantine at a Government-authorized approved facility, such as:
accommodations at a Government-authorized hotel for 3 days
food, security, transportation and infection prevention control measures associated with the Government-authorized hotel stay
other incremental costs directly associated with the Government-authorized hotel stay imposed on temporary foreign workers under the Quarantine Act
Employers must comply with the isolation protocols, any other public health order and the regulations of the Temporary Foreign Workers Program for the duration of the mandatory 14-day isolation period. Employers must also comply with regulations concerning wages and other employment conditions of the program or stream they hired their temporary foreign workers through (for example, Seasonal Agricultural Worker Program, Temporary Foreign Worker Program) during the mandatory 14-day isolation.
Should AAFC become aware of an employer breaching any part of those requirements, the recipient will no longer be eligible for the funding. Any amounts already paid to the recipient will be considered a debt to the Crown.
3.0 Application deadlines
Applications for the 3-Day Hotel Quarantine Stream will be accepted until August 31, 2021. The application deadline may be changed in the event that the mandatory 3-day hotel quarantine requirements imposed under Quarantine Act are lifted or extended.
4.0 Application process
Note: If you wish to apply for funding for costs associated to both the 3-Day Hotel Quarantine Stream and the 14-Day Isolation Period Stream, you must complete a separate application form under each stream. The application process is the same for each stream.

4.1 Submit an application
If you wish to apply for funding for costs associated to both the 3-day hotel quarantine period and the 14-day isolation period, you must complete a separate application form under each stream.
Applying in Prince Edward Island
Applications under the 3-Day Quarantine Stream must be submitted directly to the program. Eligible employers in the province of Prince Edward Island wishing to apply should follow the application steps below.

To apply to the Mandatory Isolation Support for Temporary Foreign Workers Program 3-Day Hotel Quarantine Stream, download and complete the application form (PDF).
The application form requests basic details about your need to hire temporary foreign workers, including:
number of temporary foreign workers expected
The application will calculate your maximum eligible benefit based on the number of workers indicated. You must indicate whether your costs associated to the mandatory 3-day hotel quarantine period are more or less than the benefit calculated in the application. Your total maximum funding will be the lesser of the maximum eligible benefit and your actual costs incurred.
You must submit only one completed 3-Day Hotel Quarantine Stream application form by email, mail or fax. If changes are required or you wish to withdraw an application, do not resubmit a new application form.
The program will accept applications for the 2021 program year until August 31, 2021, as long as the order under the Quarantine Act is in force and the isolation protocol has to be followed, or until funding has been fully committed or until otherwise announced by the program.
The submission of an application form creates no obligation on the part of Agriculture and Agri-Food Canada to provide funding. Funding is only provided through a Contribution Agreement.
4.2 Assessment and approval
Once you have submitted your application(s), the application form(s) will be assessed against the following:

Note: You should not consider an application as submitted to the program until you receive the acknowledgement notice.
There is currently a high volume of applications and claims submitted to the program. Processing of applications and claims is currently underway and processing times are currently longer than the published service standards.
The program's goal is to:
respond to general inquiries made to the program's phone number or email address before the end of the next business day
acknowledge receipt of your application within 3 business days
process your payment within 45 business days upon receipt of a completed claim form and signed Contribution Agreement
4.3 Contribution Agreement and Claim for Reimbursement
Successful applicants will receive a Contribution Agreement from Agriculture and Agri-Food Canada outlining the level of assistance awarded as well as a document providing step-by-step instructions on how to complete a claim for reimbursement.
Note: If you applied and were approved for funding under both the 3-Day Hotel Quarantine Stream and the 14-Day Isolation Period Stream, you will receive a separate Contribution Agreement under each stream.
Claim for reimbursement
In order to receive a claim for reimbursement, you must first sign and return the Contribution Agreement and submit your completed claim form(s) by email, mail or fax.
You may submit more than one claim if you have temporary foreign workers arriving on different dates throughout the season, or you may wait until all of your workers have arrived and submit one claim for all.
You must include the Unique Client Identifier (UCI) for every temporary foreign worker as well as their date of arrival. The UCI is assigned by Immigration, Refugee and Citizenship Canada to each temporary foreign worker and should be available on the worker's work permit.
You will be required to provide receipts with your claim for reimbursement for all costs claimed.
Eligible activities that could be included as part of the claim for reimbursement under the 3-Day Hotel Quarantine Stream and the 14-Day Isolation Period Stream shall only be claimed once.
Eligible timeframes under the 3-Day Hotel Quarantine Stream are for eligible temporary foreign workers who arrive between March 21, 2021 and August 8, 2021 and within the timeframe specified for the mandatory hotel quarantine period imposed under the Quarantine Act.
Information provided in the claim will be verified with Employment and Social Development Canada, Immigration, Refugees and Citizenship Canada and/or Canada Border Service Agency to ensure the accuracy of the information.
4.4 Payment issued
You will receive a cheque by mail once the claim documentation is received and processed by AAFC. The program will issue one payment per claim.
AAFC's goal is to process your payment within 45 business days upon receipt of a completed claim form and signed Contribution Agreement.
