Canada Brand Privacy Impact Assessment

Canada Brand Program is an initiative managed by Agriculture and Agri-Food Canada (AAFC), which is designed to promote and enhance the reputation of Canadian agricultural products in international markets. Its main objective is to help Canadian producers and exporters highlight the quality and safety of their goods under the "Canada Brand", thereby giving the Canadian food and agriculture industry a competitive advantage differentiating Canadian food products from the competition.

Participation in the Canada Brand Program is open to Canadian entities that have a role in producing, promoting or supporting Canadian food and Agriculture products.

Why a privacy impact assessment was completed

A Privacy Impact Assessment (PIA) was conducted for the Canada Brand program following the implementation of the Directive on Privacy Practices on October 9, 2024. This assessment was carried out in accordance with article C.2.2.1.1, which mandates that any program or activity using personal information—organized and retrievable by an individual's name, identifying number, symbol, or other assigned identifier—must be supported by a Personal Information Bank (PIB). This requirement ensures compliance with article C.1.2.1, which stipulates that such measures must be implemented by October 10, 2025.

Additional Information

AAFC has identified 5 risks in this PIA along with recommendations to mitigate those risks.

Risk 1

There is a risk that AAFC is not compliant with the Privacy Act and TBS policy by not having a PIB specific to Canada Brand Program.

Mitigation measures:

  • A new PIB was developed and submitted to TBS and OPC along with the PIA.

Risk 2

There is a risk that AAFC has not assign a retention and disposition standard (RDS) for Canada Brand data or AgriClient, in general.

Mitigation measures:

  • International Affairs Branch will collaborate with AAFC Information Management and identify an appropriate RDS for Canada Brand information.
  • Once a RDS has been established, procedures will be developed to ensure Canada Brand data is timely disposed of in accordance with that RDS.
  • Once a RDS has been established, the "Retention and Disposition Standard" section of the Canada Brand Program PIB will be updated.
