The Cabinet Directive on Strategic Environmental and Economic Assessment (SEEA) focusses on the potential environmental and economic considerations of key government decisions with a special focus on climate change and biodiversity. Specifically, this applies to Memoranda to Cabinet, Treasury Board submissions, funding proposals and regulatory proposals from any federal department, agency or organization.
The directive outlines the objectives and expected results, application, roles and responsibilities as well as analytical and reporting requirements of the new assessment process, which replaces the Cabinet Directive on the Environmental Assessment of Policy, Plan and Program Proposals, also known as Strategic Environmental Assessment (SEA).
This directive complements other key analytical tools, including Gender Based Analysis Plus and the Cabinet Directive on the Federal Approach to Modern Treaty Implementation, and supports the Federal Sustainable Development Strategy. Applied together, these tools provide an integrated assessment of the environmental, economic and inclusivity considerations supporting government decision-making.
Under the directive, when a detailed assessment has been conducted and the proposal has been announced or implemented, government departments and agencies are required to issue a public statement on the environmental and economic effects of the proposal. The public statement provides assurance that the environmental and economic effects have been considered during proposal development and throughout the decision-making process.
