This Regulatory Stock Review Plan is a public list and description of planned reviews of regulations that the Canadian Pari-Mutuel Agency (CPMA) is proposing within a five year period. It is intended to give Canadians, including businesses and Indigenous peoples, and trading partners, greater opportunity to inform the reviews of regulations and to plan for the future.
The stock review plan identifies a CPMA contact point for the planned reviews. The stock review plan will be adjusted and updated over time to reflect CPMA’s regulatory priorities and changes to the operating environment.

| Narrative | CPMA will consult with Canadian horse racing stakeholders to identify opportunities for modernizing the regulatory framework. This will include review of developments that affect how pari-mutuel betting on horse racing is conducted such as technological advancements and the introduction of new gaming products. The CPMA will meet with Canadian bettors, race-course associations, horsepersons’ groups, and provincial horse racing regulators to discuss the efficacy of the regulatory requirements in achieving policy objectives, and identify opportunities for improvement. The CPMA concluded its most recent Regulatory Framework Review in 2017. | Rationale | Subsection 61(2) of the Financial Administration Act states, (2) The Governor in Council, on the recommendation of the Treasury Board, may authorize or make regulations authorizing the transfer, lease or loan of public property other than federal real property and federal immovables as defined in the Federal Real Property and Federal Immovables Act. The Racing Products Transfer and Loan Regulations were created to direct the use of photographic and video materials resulting from the operation of federally-provided photo-finish and video services at Canadian race-courses. The federal government no longer provides these services, and therefore no longer creates material related to pari-mutuel horse racing in Canada. |

| Rationale | Subsection 204(4) of the Criminal Code states, (4) Every person or association operating a pari-mutuel system of betting in accordance with this section in respect of a horse-race, whether or not the person or association is conducting the race-meeting at which the race is run, shall pay to the Receiver General in respect of each individual pool of the race and each individual feature pool one-half of one per cent, or such greater fraction not exceeding one per cent as may be fixed by the Governor in Council, of the total amount of money that is bet through the agency of the pari-mutuel system of betting. The federal levy is collected from licensed Canadian race-course associations based on the amounts bet in Canada on horse racing and is currently fixed at the rate of 0.8% on every dollar amount bet. |
| Narrative | The Pari-Mutuel Payments Order is reviewed regularly in preparation of the CPMA's annual business plan and budgeting exercise. The process involves reviewing the costs associated with providing the CPMA's programs and services, and determining whether the levy and the accumulated surplus are expected to provide sufficient funding for the operation of the Agency over the following three year period. This annual review of the payments order is essential as the CPMA is a Special Operating Agency, which is financed exclusively through a revolving fund, financed by the federal levy. |
