Use this guide to complete your 2023 AgriStability Interim payment form.
Review this guide to make sure you fill out your form correctly. Providing correct information on your form helps us to calculate your benefits accurately and prevents processing delays.
Once we receive your completed form, we will send you an Interim Calculation of Program Benefits Notice showing how we calculated your benefit.

AgriStability overview
AgriStability is a voluntary program that provides support when you experience larger income losses.
AgriStability is based on margins:
- Program margin - your allowable income minus your allowable expenses adjusted for changes in purchased inputs, receivables, payables and inventory.
- Reference margin – an average of your program margins for the past five years with adjustments made to reflect significant changes to the size or structure of your farm. We drop the highest and lowest years and average the remaining years.
Generally, you will receive an AgriStability payment when your program margin in the current year falls more than 30% below your reference margin. AgriStability covers 80% of your decline that is beyond the 30%.
Your 2023 reference margins will be calculated as follows:
- If you participated in the program in any of the past four years, we will calculate your reference margin using the program margins for the previous five years. The highest and lowest program margins are dropped and the remaining three are averaged. This is called an Olympic average.
- If you did not participate in the program in the last four years, we will calculate your reference margin using an average of the three previous program margins. We will continue to calculate your reference margin using three previous program margins until you have five years of historical information on file.
- If you did not have farming activity in one or more of the five previous years, your reference margin will be calculated using an average of the three previous years. If you did not have farming activity in any of the three previous years, we will create margins for any missing years using industry averages.
Participation overview
Participants include:
- individual producers
- landlords in a crop or livestock share joint venture*
- partners in a partnership
- corporations
- co-operatives
- communal organizations
- estates
- trusts
- limited partnerships**
- Status Indians and Band farms farming on a reserve
*If you farm as a landlord you are eligible only if you are in a joint venture with the tenant and your share of the allowable expenses is reasonable for your share of the allowable income.
**Limited partnerships are eligible to participate as an entity provided the partners have reported farming income (loss) for income tax purposes by the final filing deadline for the program year.
To participate in AgriStability, you must:
- farm in Canada
- complete a minimum of six consecutive months of farming activity and a production cycle, unless you experienced a disaster
- enrol in the program, pay your fee and file a form by the applicable deadlines
- file an income tax return reporting farming income (loss) to the Canada Revenue Agency by the final filing deadline for the program year (except Status Indians farming on a reserve in Canada who are exempt from filing a tax return)*
*If you are Status Indian farming on a reserve and you are not required to file an income tax return, send us your farming income (loss) information you would have otherwise reported for income tax. We will assume you have a December 31st fiscal year-end.
Generally, you are eligible for AgriStability if you farm in Canada and earn income from producing primary agricultural products such as:
- grains, oilseeds and specialty crops
- horticulture
- livestock
Agricultural products that you produce and process on your farm may also be eligible, for example strawberries made into jam.

Interim payment overview
The 2023 interim payment is an advance on your final 2023 benefit, based on an estimate of your program year and reference margins. If you receive a 2023 interim payment, you must file the following forms by December 31, 2024, otherwise you will have to repay your interim payment.
- a 2023 final AgriStability form
- a 2023 income tax return reporting farming income (loss) to the Canada Revenue Agency
Because we estimate your margins to calculate your interim payment, it is important that you provide the most accurate information possible. If your estimates are not accurate, your interim payment may be greater than your final payment and you will have to repay the overpayment.
To help prevent overpayments, we generally base interim payments on 50% of the estimated final benefit. We do not issue payments for less than $250.
Once we process your form, we will send you an Interim Calculation of Program Benefits Notice showing you how we calculated your benefit.
You may adjust the information on your interim payment form by the later of:
- 30 days from the date of your Interim Calculation of Program Benefits Notice or
- March 31, 2024
Since your interim payment is only an estimate of your 2022 final benefit calculation, you cannot appeal this interim calculation. You can only appeal your final benefit calculation.
Steps to participate
- Step 1: Enrol in 2023 AgriStability and pay your fee
- If you participated in AgriStability for the 2021 or 2022 program year, we will automatically issue you a 2023 Enrolment Notice and enrol you in the program.
- If you did not participate in AgriStability for both the 2021 and 2022 program years, you must either complete a 2023 New and rejoining participant information form or submit your interim payment form to us before the April 30, 2023 enrolment deadline to enrol in the program for 2023.
- If you submit your 2023 interim payment form before enrolling, we will consider this as your intention to enrol in the 2023 AgriStability program. We will issue an Enrolment Notice to you.
- Pay your fee by the deadline shown on your Enrolment Notice.
- Step 2: Complete the 2023 AgriStability Interim Payment form
- Return your completed form to us by March 31, 2024.
- Step 3: File your final 2023 AgriStability form by the deadline
- The initial deadline to file your form without penalty is September 30, 2024.
- The final deadline to file your form with a late filing penalty is December 31, 2024.
- Step 4: File an income tax return by the 2023 program deadline
- File a 2023 income tax return reporting farming income (loss) to the Canada Revenue Agency by December 31, 2024.
Important deadlines

We will reduce your benefit by $500 for each month (or part of a month) you submit your form between the initial and final deadline dates.
If your late filing penalty is more than your payment we will reduce your payment to zero. We will not apply the late filing penalty balance to the next program year.
If a deadline falls on a Saturday, Sunday, or statutory holiday, you have until the next business day to send the information.

We suggest using registered mail or keeping your fax transmittal slip to show that you sent your form on time.
Completing your form
To participate in AgriStability, we must assign you a participant identification number (PIN).
The PIN uniquely identifies your farm operation and protects the privacy of your information.
If you previously participated in AgriStability or AgriInvest, you have a PIN. If not, we will assign one to you. Keep the number handy as you will need it for future contact and participation.
Operation Number (#)
If you have more than one farming operation:
- complete a form for each operation
- number each operation
- send all forms together
If you have participated in AgriStability before, number the operations in the same order as the last time you applied.
Participant identification
Name and participant identification number (PIN)
Enter your first and last name, or business name (if applicable) and PIN. You have a PIN if you are an AgriStability or AgriInvest participant.
If you are a new participant without a PIN, see 1a.
1a) New participant
If your answer is "Yes", complete Schedule 1 – Additional Information (sections a, b, and c) and Schedule 2 – Worksheet for 2022 Reference Margin.
1b) Change in information
If your answer is "Yes" to any of the questions in this section, complete the related sections on Schedule 1 – Additional Information to update your information.
Other information
2a) Production cycle
Indicate if you completed a production cycle on at least one of the commodities you produce.
If your answer is "No", tick if you were unable to complete a production cycle on at least half of your farms total production because of disaster circumstances such as:
- flooding
- disease
- drought
You must complete a production cycle to be eligible for AgriStability. If you could not complete a production cycle because of disaster circumstances, we may waive this condition.
A production cycle includes at least one of the following:
- growing and harvesting a crop
- the process of rearing livestock
- buying and selling livestock for feeding and finishing
2b) Federal public office holder or employee of Agriculture and Agri-Food Canada (AAFC)
If you or anyone involved in completing this form is a current or former federal public office holder or employee of AAFC, answer "Yes" to this question.
Answer "Yes" if at least one of the shareholders, members, or partners of your farming arrangement is a current or former federal public office holder or employee of AAFC.
2c) AgriInsurance (crop or production insurance)
Tick if you produced commodities that are insurable under AgriInsurance (crop or production insurance), even if you did not insure them.
If your answer is "Yes", indicate if more than half of your insurable crop acres are insured at 70% or higher.
If you insured more than half of your insurable crop acres at 70% or higher, you may be eligible for a benefit if you have a negative margin. A negative margin occurs when your allowable expenses are greater than your allowable income for the current program year.
2d) 2022 AgriStability application
Tick if you have completed a 2022 AgriStability form.
If your answer is "No", complete Schedule 2 – Worksheet for 2022 Reference Margin.
We need this information to calculate your Interim payment.
The Schedule 2 worksheet does not replace your final 2022 AgriStability form. If you enrolled for the 2022 program year, send your final 2022 AgriStability form by the program deadline.
Farming operation
3a) Fiscal period
Enter the year, month and day for the beginning and end of your farm's taxation year. Your farm's 2023 fiscal period must end in the 2023 tax year.
3b) Combined operations
AgriStability is a whole farm program. That means we may combine your farm with another farm even if that operation reports separately for income tax.
Combining ensures that AgriStability benefits are paid to farms that have decreases in income for reasons beyond their control, not because of business or tax planning decisions.
Generally, you should tick "Yes" to this question if your farm is:
- legally, financially, or operationally dependent on another farming operation
- all or some of the transactions between the farms are not at fair market value and not clearly defined, or
- the farms share the same land or equipment
Individuals in a partnership do not need to be combined.
If your answer is "Yes" to this question, provide the farm's PIN. If there are more than three farms, attach a sheet listing the other PINs.
We cannot process your form until we receive information from all the farms that are being combined.
3c) Partners
Each partner in a partnership must report 100% of the partnership's income, expenses and production. We calculate the benefits for each partner based on their share of the partnership.
Enter your percentage share of the partnership.
Enter the PIN, name or corporation name and percentage share for each partner involved in the partnership. If there are more than four partners, attach a sheet listing the information for the other partners.
Program year farming activity
This section helps us estimate your 2023 income and expenses.
Report actual or estimated amounts for your 2023 fiscal period on your interim form
4a) Program year payments
Enter the total payments you received or expect to receive for the loss of your production of allowable commodities for:
- AgriInsurance (crop or production insurance)
- other program payments
- for a list of program payments, see the Program payment list
- for programs not listed, attach a note to your form showing the program name and total expected payment amount. If you do not know the exact amount of the payment, provide an estimate.
If you receive a program payment after you receive an interim payment, we will include this amount in income when we process your final 2023 form.
4b) Allowable expenses
This section shows if you have or expect to have a significant increase or decrease in your expenses. The expense categories listed are those that commonly vary from year to year.
If you do not expect to have a significant increase or decrease for each category, tick the "No Significant Change" box. We will estimate the expense based on the information you provided in prior years.
If you expect to have a significant increase or decrease for any of the expenses listed, enter:
- the total amount of the expected expense (not just the increase or decrease) or
- "0" if you have a significant decrease which brings an expense to zero
Enter only the expenses related to your 2023 production. Do not include amounts paid in 2023 for prior year expenses.
Example
You have a December 31st year-end. You apply $45,000 worth of fertilizer in the spring of 2022 but do not pay for it until 2023. As this expense relates to your 2022 production, do not report it on your 2023 interim form.
4c) Productive capacity decrease due to disaster circumstances
Indicate if you had a decrease in your productive capacity of crops or livestock because of a disaster. A decrease in productive capacity means a decrease in the total amount that you can produce on your farm.
4d) Crop production
The information you provide in this section is used to estimate your crop income and productive capacity.
Code and crop description
Use the Interim code list to report all crops by code and description that you harvested or expect to harvest in your 2023 fiscal period. If your crop is not listed, leave the code blank and provide a detailed crop description.
Grain production
Report each grade or variety of crop separately. For example, report CWRS No. 1 wheat separately from CWRS No. 2 wheat.
Organic production
Report your crop as "organic" only if it is Certified Organic. We may ask for your organic certification.
Acres
Report the number of acres of crops that you harvested or expect to harvest.
If you grow a multi-stage crop, see the multi-stage crop section for more information on how to report the acres.
For commodities not measured by acres, use the standard unit of measurement for that commodity.
Example
- Greenhouses and nursery operations (including floriculture) report in square metres.
- Maple syrup operations report in hundreds of taps producing. If you have 350 taps producing, report 3.5 (350/100).
Crop share
If you are a tenant in a crop share, or a landlord in a joint venture crop share, report your share of acres and estimated production.
Example
You rent 300 acres in a crop share agreement. You receive 2/3 of the crop and pay 2/3 of the allowable expenses. Your landlord receives the remaining 1/3 of the crop and pays 1/3 of the allowable expenses. The rented land produced 300 tonnes of wheat. You report your 2/3 share of both the acreage and the production:
- 200 acres
- 200 tonnes of wheat
Your landlord reports their 1/3 share of both the acreage and the production:
- 100 acres
- 100 tonnes of wheat
Unharvestable acres
If you grew a commodity and expected to harvest it in your 2023 fiscal period, but could not for reasons beyond your control, report the commodity, acres and enter "zero" as the production (tonnes) estimate.
Multi-stage crops
Multi-stage crops are commodities that take longer than one year to reach full production. Because multi-stage crops are grown over several years, there are different inventory codes to reflect the stage of production.
Report all the acres of your crop based on their stage of growth, even if you did not harvest the crop in your 2023 fiscal period. Use the Interim code list to report the stage of production for your commodity.
Multi-stage crops include:
- highbush blueberries
- grapes
- sod
- echinacea
- ginseng
- Christmas trees
In New Brunswick and Nova Scotia, multi-stage crops also include:
- lowbush blueberries
- cranberries
Highbush blueberries and grapes
Start reporting your acres in the year you plant.
Lowbush blueberries
Start reporting your acres once you have cleared the land and started nurturing the plants. When you start producing blueberries, report your acres based on their stage of growth. Continue reporting your acres in the years you burn/mow/sprout
Sod
Report your estimated sod acres (seeded, growing, and harvested) based on their expected stage of growth at the end of your 2023 fiscal period.
- Example 1
- You seeded 150 acres at the end of 2023 and harvested them in 2024. Report 150 acres using code 6941, Sod, acres seeded. Your estimated production is zero.
- Example 2
- You seeded 150 acres in 2022 but did not harvest those acres until 2024. Report 150 acres using code 6943, Sod, acres growing. Your estimated production is zero.
If you harvested and then re-seeded the same sod acres in your 2023 fiscal period, report the acres twice.
Example
If you harvested and then reseeded 150 acres, report 150 acres using code 6945, Sod, acres harvested and 150 acres using code 6941, Sod, acres seeded. Report your estimated production for the harvested acres. Report zero production for the seeded acres.
Echinacea and ginseng
Report acres in the establishment stage until the year of harvest. If you expect to harvest the acres, report them as root harvested.
Cranberries
Report acres in the establishment stage until production starts. This stage can last up to three years.
Christmas trees
There are two types of Christmas tree operations:
- tree farm
- managed natural tree stand
Tree farms plant their seedlings in a greenhouse, garden or tree farm, and maintain them until harvested.
Report your total acres of trees based on their stage of growth at the end of your fiscal period.
To report your trees, use:
- nursery codes for the seedlings you grow in your greenhouse or garden prior to transplanting to your tree farm.
- code 6960 for the seedlings or trees you planted on your tree farm the first year (establishment stage).
- code 6961, 6962, 6963, and 6964 to report your seedlings or trees based on their stage of growth.
Report your expected production amount based on the number of trees you intend to harvest and sell.
Managed natural tree stand operations select trees from an existing forest and actively maintain them until harvest.
Report the acres of trees that you intend to actively maintain as either pre-harvested (in the ground) or harvested (removed from the ground). Base the number of acres you report on 1,000 trees per acres.
Example
If you expect to have 9,500 pre-harvested trees at the end of your fiscal period, report 9.5 acres (9,500/1,000).
For pre-harvested acres, report zero for expected production.
For harvested acres, report your expected production amount based on the number of trees harvested and intended for sale.
Summerfallow, pasture and wasteland
Report your expected summerfallow, pasture or wasteland acres on the designated lines.
Unseedable acres
Report all acres that you planned to seed in the 2022 fiscal period but could not because your land was too wet or dry to seed.
Example
At the beginning of the year you intended to grow canola on 300 acres. However, you only seeded 200 acres because of flooding. In your crop production for canola, report 200 for the number of acres and 100 as unseedable acres.
Production (tonnes expected)
Report the quantity of crop you expect to produce in tonnes. For commodities not measured by tonnes, use the standard unit of measurement. For example, report maple syrup in litres.
Snowed-under crops
If you could not harvest some or all of your crop at the end of your fiscal period because it was snowed under, report:
- the total acres for the crop using the inventory code for that crop
- the estimated production that you may be able to harvest next year
Standing crops
If your farm always has a standing crop at the end of your fiscal period (for example: July 31st), do not report the standing crop.
If your farm has an unexpected standing crop because you could not harvest it before the end of your fiscal period, include the expected standing crop in production (tonnes).
Production intended for sale (tonnes)
Report the quantity of crop you intend to sell (in tonnes). Do not include production that you intend to use on-farm for feed or seed.
If you report a multi-stage crop and the crop is not ready to harvest in the fiscal period, report zero.
Price per tonne ($)
Use the Interim code list to find pricing for your commodity. There are two categories of pricing.
For codes marked with an "X", we have developed interim prices to value these commodities. You can provide your own price only if:
- your method of marketing the commodity was very different from the general marketing practice or
- the commodity is very different from the commodity listed
If you provide your own price, send copies of your receipts or documents to support the price.
For codes not marked with an "X", enter your own price.
In both cases, we will decide if these prices are reasonable for your farm.
4e) Livestock Production
The information you provide in this section is used to estimate your livestock income and productive capacity.
Report actual or estimated amounts for your 2023 fiscal period on your interim form
Do not report an animal more than once on the form.
Before you complete this section, you will need to know how to calculate animal feed days.
Animal feed days
Animal feed days are based on the (number of expected animals) X (number of expected days each animal will be fed). Animal feed days are based on the total number of feed days for the year, not the number of feed days per animal.
Example
100 expected animals fed
× 90 expected days
= 9,000 feed days
Livestock lease agreements
If you lease animals but do not take 100% of the revenue from the animal, report only your share of the agreement.
Example
If you lease 100 cows but take only 60% of the calf crop, report only 60 cows (60% of 100) using code 8004. Next, report 60 calves under number of calves born.

Code
Most livestock codes and categories are pre-printed on the form. See the Other production for instructions to report any livestock commodities not listed.
Productive animals:
Cow/Calf (code 8004)
Do not report cows from your dairy operation in this section. See Other production for more information.
Number (#) of cows that calved
Report the number of cows that calved or you expect to calf.
Number (#) of calves born
Report the number of calves that were born or you expect to be born. Do not include calves that died or were held over from your previous fiscal period.
Number (#) of calf feed days
Calf feed days begin after weaning and end with the earlier of:
- the sale of the animal or the estimated time of sale, or
- the end of your fiscal period
Report the number of calf feed days for calves born or you expect to be born that were weaned and fed. See the instructions on this page on how to calculate animal feed days.
Enter zero if you do not have or expect to have any calf feed days.
Average wean weight
Report the average wean weight of your calves in pounds.
Hog production (codes 8751 and 8760):
Number (#) of sows that farrowed (codes 8751 and 8760)
Report the number of sows that birthed or you expect to birth.
Calculate the average number of sows that birthed or you expect to birth by dividing the births by your average birthrate per sow for the year.
Example
10,000 births
÷ 23 average birthrate per sow
= 435 average number sows that birthed
Number (#) of animals born (codes 8751 and 8760)
Report the total number of piglets born or you expect to be born. Do not include piglets that died. Report a birth only once in either of these two categories depending on your type of operation (either farrowing or farrow to finish).
Average wean weight (code 8751)
Report the average wean weight of the piglets for "Hogs, Farrowing".
Feeder livestock:
Feeder cattle (codes 8066 and 8068)
The feeder categories include animals born on the farm that were held over from the previous year and animals purchased in your 2023 fiscal period.
Number (#) of animals fed (codes 8066 and 8068)
Report the number of animals you fed that had an appreciable gain in 2023 (a 90 kg / 200 lb weight gain or a minimum of 60 days on feed).
Report the number of feeders held over from the previous year or purchased during your 2023 fiscal period that you sold as feeders or you expect to sell as feeders.
Group the animals that you sold or expect to sell based on their sale or estimated sale weight.
Example
If you fed and sold 50 feeder cattle (under 900 lbs) in the first 7 months of the year, and fed or expect to feed another 50 feeder cattle (under 900 lbs) for the last 5 months, record 100 animals fed as feeder cattle (under 900 lbs), use code 8066.
Do not include breeding animals, culls, animals that have not been weaned or animals born in your 2023 fiscal period.
Number (#) of animal feed days (Codes 8066 and 8068)
Report the number of animal feed days you have or expect to have during your 2023 fiscal period. See the instructions for how to calculate animal feed days.
- For purchased cattle, animal feed days begin the later of:
- the day you bought the animal or
- the start of your fiscal period
- For animals born on-farm in the previous fiscal period, animal feed days begin the later of:
- the weaning date of the animal or
- the start of your fiscal period
- For both purchased cattle and animals born on-farm, animal feed days end the earlier of:
- the sale of the animal or the estimated time of sale or
- the end of your fiscal period
Do not include calves born in your 2023 fiscal period or calves held over from the previous year that you sold or expect to sell as calves, breeding animals, or culls.
Enter zero if you do not have or expect to have any animal feed days.
Feeder hogs (codes 8762 and 8761)
Report purchased hogs in this category. Do not include breeding animals, culls, weaned animals born in your 2023 fiscal period and births reported under the farrowing and/or farrow to finish categories.
Number (#) of animals fed (codes 8762 and 8761)
Report the number of animals you fed or you expect to feed during your 2023 fiscal period.
Group the animals you sold or expect to sell in your fiscal period based on the sale weight in 2023.
Example
If you fed and sold 50 feeder hogs (over 50 lbs) in the first 7 months of the year and fed or expect to feed another 50 feeder hogs (over 50 lbs) for the last 5 months, record 100 animals fed as Hogs, Feeders (fed over 50 lbs), use code 8761.
Do not include breeding animals, culls, animals that have not been weaned, animals born in your 2023 fiscal period or animals previously reported in a farrow to finish operation.
Number (#) of animal feed days (codes 8762 and 8761)
Report the number of animal feed days you have or expect to have during your 2023 fiscal period. For Hogs, nursery (up to 50 lbs), use code 8762 and for Hogs, feeders (over 50 lbs), use code 8761. See the instructions on how to calculate animal feed days.
For purchased hogs, animal feed days begin the later of:
- the day you bought the animal or
- the start of your fiscal period
For animals born on-farm in the previous year, animal feed days begin the later of:
- the weaning date of the animal or
- the start of your fiscal period
For both purchased hogs and hogs born on-farm, animal feed days end the earlier of:
- the sale of the animal or the estimated time of sale or
- the end of your fiscal period
Do not include farrow to finish operations, farrowing operations, breeding animals and culls in the number of animal feed days.
Enter zero if you do not have or expect to have any animal feed days.
Custom fed livestock:
Cattle (code 8133) and hogs (code 8749)
Number (#) of animal feed days
Report the number of animal feed days you have or expect to have during your 2023 fiscal period for custom fed animals. See the instructions on how to calculate animal feed days.
Enter zero if you do not have or expect to have any animal feed days.
Supply managed commodities:
Poultry (codes 7650 and 7862)
Number (#) of kilograms of quota
Report the number of kilograms of quota you have or expect to have.
Number (#) of kilograms produced
Report the number of kilograms you produced or expect to produce.
Estimated price ($)
Enter your estimated price "per kg" or "per nit" for your production. We will decide whether the price is reasonable for your farm.
Egg production (codes 7663 and 7664)
Number (#) of hens producing
Report the number of producing hens or the number expected to produce.
Dozens of eggs produced
Report the dozens of eggs you produced or expect to produce.
Estimated price ($)
Enter your estimated price "per unit" for your production. We will decide whether the price is reasonable for your farm.
Other production:
Refer to the Productive capacity list to find the codes and units required to report "other" commodities that are not specified on the Livestock Production section of the form.
If your commodity is not listed, leave the code blank.
List other estimated livestock production in as much detail as possible. For example, list "lambs born" or "wool produced" rather than just "sheep".
If you produce purebred livestock, indicate "purebred" in the description line to ensure we assign the correct value to your 2023 production.
For commodities not measured by number of head, report your yield based on the standard unit of measurement for the commodity.
For example, report PMU production on a per contracted gram basis. Be sure to indicate the type of unit.
Use the Interim code list to find pricing for your commodity. There are two categories of pricing.
