Step 4. How to apply
The Poultry and Egg On-Farm Investment Program (PEFIP) has a 2-stage application process.
Stage 1. Register with the program
You must register with the program to verify your license information and confirm your maximum funding amount. The Poultry and Egg On-Farm Investment Program Online System (PEFIPOS) is the primary method to register and to submit project applications and claims. If you're unable to access the online system, contact the program to receive and submit the necessary forms and register through alternate formats.
Use the online system (PEFIPOS) to register:
- create a user profile for yourself
- create a participant profile for the entity (that is, the individual, business, partnership or trust) that holds the license and that will apply for project funding
- confirm your maximum funding amount
Multiple User profiles can have access to a participant profile to work together on an application or claim.
Create a user profile
To create a user profile:
- Go to the online system (PEFIPOS) and click on 'Login or Register'.
- Confirm your identity using a 'Sign-In Partner' or by (registering and then) logging into your GCKey.
- If this is your first visit to an AAFC online service, register and create an AAFC profile.
- Complete the 'PEFIP Registration — Profile Details' form to create the a user profile.
After you receive your authorization email, log back into the system to enter your authorization code to complete the user registration.
Create a participant profile
To create a participant profile:
- Go to the online system (PEFIPOS) and login to your user profile.
- Select 'Create a New Participant'
- Select the 'Participant Type' and complete the 'Create Participant' page.
License number needed
You'll need the entity's "license" number(s) to successfully create a new Participant. AAFC has obtained information about producers' share of quota from the provincial marketing boards. This quota information is tracked by "license" numbers. License numbers differ from one province to another. The following tables will help you find the license number for your poultry or egg operation.

Single license registration
A single license may only be registered with the program once and under one Participant. If a license has already been registered with the program (under one Participant), another applicant seeking to register the same license under a new/additional Participant will get an error message stating the license is already registered in the system. If your license number has already been registered under a Participant and you are seeking to access that Participant profile, please select 'How-to' from the lefthand menu for step by step instructions for accessing an existing Participant profile.
Multiple licenses registration
If you have multiple licenses, including in different sectors and/or provinces, you may register them together under one Participant. Register multiple licenses together to:
- make it easier for you to manage your project applications
- allow you to combine your maximum funding amounts from multiple licenses in a single project (conditions and considerations will apply)
Considerations for producers with multiple licenses
Applicants with multiple licenses can register them with the program:
- altogether under/as 1 Participant
- individually as separate Participants
- other configurations (for example, 2 licenses under 1 Participant, a third license registered under another/as its own Participant)
Registering multiple licenses together under one Participant will provide you, in most cases, with the options to:
- access the maximum funding amounts from all your licenses in a single Project Application to put towards a larger project
- use the remaining allocation after one project at one location, towards a second project at another location
However, when a project application is approved, a contribution agreement is drafted between AAFC and the Participant that applied, and the Participant will be responsible for all eligible activities and costs in the agreement, including the billing and payment of expenses. In other words, for the project to be eligible for reimbursement:
- all invoices will need to be billed to the Participant
- all contracts will need to be entered into with the Participant
- all proofs of payment will need to show as from the Participant's accounts (See Gather your supporting electronic documents for more details on the document requirements to support project costs)
Applicants with multiple licenses therefore may wish to consider registering each license separately and under its own Participant if:
- the licensed operations run independently (for example, have separate management or accounting)
- they are not seeking to combine funds from multiple licenses for a larger or combined project(s) and/or
- the separate operations will seek to use their maximum funding amounts from their individual license towards their own on-farm investment project(s)
Note: You can combine the maximum funding allocation from licenses from different sectors (chicken, turkey, eggs, and hatching eggs) in one project application.
Example 1
Applicant A registered 3 Ontario licenses under 1 Participant: 2 licenses from the chicken sector and one from the egg sector. The maximum funding amounts from all the licenses could be combined together in a project application for on-farm investments at any one or more of the Ontario operations.
However, you cannot combine the maximum funding allocation from licenses from different provinces (for example, Ontario and Quebec) in one project application. If you hold licenses in more than one province you'll need to submit separate project applications for each province where you hold one or more licenses.
Example 2
Applicant B registered 3 licenses under 1 Participant: 2 licenses from Alberta and 1 from Saskatchewan. The maximum funding amounts from the 2 licenses from Alberta could be combined together in a project application for on-farm investments at either, or both, Alberta operations. A separate project application would be required to access the maximum available funding from the Saskatchewan license for on-farm investments at the Saskatchewan operation.
- You'll receive an email notification if you have successfully created the new Participant.
Confirm your maximum funding amount
Once you have created your Participant profile, the PEFIPOS will automatically compare the license details from your Participant profile against its registry to confirm your maximum funding amount. The registry information is provided by the national and provincial organizations who represent the poultry and egg sectors to confirm eligible applicants.
- If the license information is a match, the registration is considered validated and the Participant Status will show as "Confirmed" on the Participant Dashboard. For each license included in the registration, the maximum funding amount will appear on the Participant Dashboard, in the Participant Licenses table, under the column "Funding Limit Associated to License #." You can then create and submit a project application.
- If some or all of the license information is not a match, the registration will be incomplete/not yet validated. The Participant Status will show as "Pending License Validation" on the Participant Dashboard.
Incomplete or invalid registrations
For incomplete or invalid registrations (those showing "Pending License Validation"):
- If you only included 1 license in your Participant profile, the "Funding Limit Associated to License #," which is your maximum funding amount, will show as a blank field in the Participant Licenses table. You can begin drafting a project application but you'll be limited up to Step 3 (the Budget Summary) until the "Pending License Validation" is resolved and your maximum funding amount is identified.
- If you included more than 1 license in your Participant profile and your Participant Status shows as "Pending License Validation" — it means the details you provided on one or more of your licenses did not match the registry. A Participant Status will only show as "Confirmed" if all the licenses included in the Participant profile have been validated.
In such cases, the maximum funding amount(s) will only appear under the column "Funding Limit Associated to License #" for the license(s) where the information provided was a match to the registry. The "Funding Limit Associated to License #" will show as a blank field for the license(s) where the details did not match the registry. You can create and submit a project application but you'll only have access to the maximum funding amounts of the licenses that have been validated. Your Participant Status will remain "Pending License Validation" until all license validations have been resolved.
The PEFIPOS will notify program staff when a registration cannot be completed/validated due to "Pending License Validation". The program will contact you, with a target service standard of 2 business days, at the email or phone number provided in the Participant profile, to complete the registration.
Demonstrating consent from other license stakeholders
In cases where:
- multiple licenses are being registered under one participant
- the ownership structures of the relevant licenses are not the same (that is, not all licenses are owned by the same sole proprietor, partnership, trust, or corporation)
consent will be required from all other license stakeholders (such as other co-owners, partners, shareholders, members, beneficiaries, etc.) to register the licenses together under one Participant, as part of verifying the registration. In such cases where consent is required from other license stakeholders, the program will follow-up to provide the License Stakeholder Consent Form that must be completed.
The requirement for other license stakeholders' consent does not apply when the licenses are owned by the same sole proprietor or entity (for example, the same partnership owns 2 licenses, one partner may register both licenses together without the requirement of a completed consent form from all other partners).
Stage 2. Complete and submit a project application
You can submit more than one project application over the life of the program, so long as your maximum funding amount has not been exceeded. You can submit one or multiple applications at the same time.
